Back in the day riot removed this item for a reason, they simply can't balance it.

Every time it's slightly viable toplane gets flooded with ranged cheese picks that invalidate the entire lane. Some cycles it's Quinn and Lb, some cycles its Varus, now people even play crap like Senna top because you can just basically sit back and farm passive stacks with the shiv proc.

And it's impossible to balance, either its:

1. Way too good at lane clearing, letting chaps basically autowin duels by clearing the minion waves

2. It's a giga statstick

3. Or its basically useless

I am begging riot, stop wasting developement time trying to fix this item, you can't, and every time you mess it up you make toplane unfun.
