I need to set up a traditional wall phone for an elderly person with a closed head injury. It must use a phone that they have that has a old telephone style connection.

There is a 2g fiber connection to the house so I thought VIOP but also some kind of 5g connector might work, I'm just not sure how to proceed

What is the cheapest and easiest way to set this up? I don't expect the phone to ever really be used, it just needs a dial tone when they pick it up and needs to function, like its 1999. Is this even possible anymore?
