My neighbour complained to me that my dog barks too much when he’s in the backyard. They also wanted us to not let our dog out during certain times due to religious reasons and practices. How do I approach this without looking like a racist…

We just moved here so wanted to know if the city or homeowners are responsible for maintaining the grass on the boulevard. Also, our neighbour parks their car in a way that overhangs about 2 feet onto the boulevard and makes it difficult for us to maintain the area. Is this allowed?
