What's the largest type of ship that can spawn at coastal spawns in bluewater matches?

I'm new to naval and am considering grinding up the coastal tree to try and dominate capture points early in the game; not sure how feasible this is but I've certainly run into some ships at coastal spawns that drastically outclass the reserve boat I tried to rush-cap with.

I'm starting with Japan for the time being, in case it's relevant.
