I mean, Zibai apparently met Zhongli during his first—or one of his first—descents into Teyvat; back then, the concept of "divine" couldn't have referred to things like Adepti, Archons, etc. (since those didn't exist yet). Especially considering Zibai had little knowledge of or experience in the world of Teyvat at the time. Even in the current era, it’s not uncommon for beings of high power—or "rank"—to specifically label entities like the Three Moon Sisters or the Heavenly Principles as "divine." The few beings Zibai would have known about back then would have been Angels, Sovereigns, the Heavenly Principles/Shadows, the Three Moon Sisters, etc (basically, all beings that transcend Archons, with Angels being the closest to an Archon).
