I have never known anyone be paid higher than the bottom of their grade‘s salary range (excepting things like RRA which aren’t included in pensionable salary anyway). Presumably there are bands rather than just a number for a reason. Do people every get paid above the minimum, and if so why?

Only thing I can think of is salary matching when coming from a higher-paid department.
