According to this immigration lawyer on YouTube, Canada has already invited 18.6% more people for PR this year compared to last year. 135,215 invitations is only from programs within Express Entry, there are many more other programs outside of Express Entry that have their own quota for PR. Also number of invitation does not equal to number of people getting invited for PR. For example, a single individual or a family of multiple people will get one invitation. So, there are more than 135,215 people invited this year just from Express Entry programs. Not only there was no reducation in number of invitations this year but it increased !!
