Chlorine Levels never go up

Hi, my Father gifted me his old Lay-z-Spa Miami and I tried to get it to work with a Bestway Lay-z-Spa Hydrogenic Chlorinator. I filled it, new filter, put the right amount of salt, let the chlorinator swim and run for the time that was mentioned in the manual. Everything turned out fine. Chlorine, ph, was perfect, alkaline levels a little bit higher but they were the same as in my drinking water and someone on Reddit mentioned that they go down over time when adding ph- so I wasn’t to worried.

We used it once and since then I can’t get the chlorine levels anywhere near optimal. The chlorinator has a little led that tells me if the saltiness is right or not and it always says that it is. The strips say that it’s on the higher side but nothing major. The ph is under control as is the Alkaline level (going down).

But I can’t get a chlorine reading. The strips stay white. I even bought a different testing kit (those little tablets) and same thing (maybe tiny hue of pink, 0.2 or something. But manual stated that it should be on 3 ppm for the hot tub) . No matter how long I let the chlorinator run I can’t get the Chlorine up. The water is clear, nothing is slimy and it even gives a tiny bit of that chlorine smell so something must be happening.

Does someone have any idea what could be the problem or what I can try to fix it? The pool is running for days now with me trying to get good levels but I can’t use it.

I am capable of ring and Bar muscle ups with a slight bit of kipping (but no CrossFit stuff) but am not able to strict MU yet. I’m also 40 and don’t want to waste time so could someone capable give me advice on how to best train for this kind of MU displayed by Oswaldo in the Video? I’ve always been fascinated by the ease of him doing it.
