7 month old baby's eczema

Hi all,

My 7 month old has a bumpy rash that the doctor suggests is eczema and prescribed a topical steroid cream. Reddit doc suggested it was combination of eczema and heat rash and advised on using hydrocortisone cream. My baby would get some bumps here and there throughout his short 7 months but this is the first time it's red and inflamed looking as well as spreading. The only thing done differently is he had yogurt (skyr) for the first time in the last couple weeks and we spent some time outside for a few hours on a rather warm day (albeit under a canopy). I've tried quite a few over the counter creams with colloidal oatmeal and nothing is helping (Aveeno Baby Eczema, Tubby Todd all over ointment, Eucerin Eczema Hydrogel, Mustela Cicastela). Any tips? I'm trying to avoid the steroid/ hydrocortisone if possible for fear of TSW and just putting something so strong on my baby's skin but WILL use it soon if I can't get his rash to calm down as I'm not trying to make him suffer. So far, he has not been scratching (this is on his tummy/ chest). The only thing that has worked in reducing redness is Aquaphor but I know that's just an occlusive and not a real solution.
