Selling a car of deceased husband - how to handle title transfer

Hello, I am in Illinois, Cook County. My father passed recently and his only asset is an old car titled on his name alone. That car is worth under 4k and my mother wants to sell it. Does she need to come to the DMV with the potential buyer to make sure the title is transferred from my father to that buyer? We have some guy interested in buying the car and he says he can handle the title transfer without the DMV, but I want to make sure we follow the law. Also, I dont want to find out that this car is still on my father's name a year from now - who knows what kind of shady activity it can be used for. I would greatly appreciate your advice on how to handle this legally and without paying excess fees. Thanks!

Question about gifting a car for medicaid recipient

Hello, my mother is 75 yo and receives Medicare, QMB and medicaid benefits due to low income, household of one in Illinois. She cannot afford to buy a car, but she needs to be able to drive small distances to get grocery or visit doctors, etc. Her current car is 20 years old, worth $500 and has so many issues that it is more expensive to fix than to buy a new one. I would like to help her buy a more manageable car and I want her to be on the title. I am worried that this gift will affect her eligibility for benefits, am I wrong? Alternatively, I could just loan her money to buy the car and have her pay it back over e.g. 10 years in low monthly installenents. Will that arrangement be more acceptable for the eligibility purposes. Thank you!

Medicaid benefits for senior mother living with daughter

Hello, Illinois residents here. My parents were medicaid and foodstamp recipients, but my father just passed and now mother cannot afford to rent the apartment as her social security survivor payment is too low. I want to take her to live with me. I do not get any government help programs and my income is higher than the medicaid limits and I worry that if she lives with me my income will be counted and void her eligibility. I am thinking to sign a lease agreement where my mother officially rents a room in my apartment. She will pay rent and buy her own food. Is this arrangement common and acceptable by medicaid rules? How should we handle utility bills? I am thinking to make mother responsible for paying 50% of both gas and electric, or maybe make her responsible for paying one of the bills and I pay the other. Does anyone have this arrangement? I would greatly appreciate any advice on how to handle the details to ensure my mother gets full benefits. Thank you!
