I’m trying to win a cultural victory with the Japanese on the Earth 18 Civs map, and I have got absolutely screwed by the Great Person probabilities. I’ve been at 80-90 percent chance of Great Artist in two of my cities for 100 years of years, and the game has given me nothing but Great Prophets.

I love Civ 4, but this kind of thing really hampers my enjoyment sometimes.

I’m playing on the Earth18Civs scenario as the Romans on Beyond the Sword and the Greeks seem to have resurrected themselves.

As far as I’m aware, no civs spawn in Australia on this scenario. I wiped out the Greeks early/mid game, but they’ve seemingly come back but now have Hannibal as their leader in Australia. Their Civ color is also the orange Carthage color.
