Cost of wood not deceasing despite cutting down every tree in China

The cost of wood in my Qing playthrough has been consistently high, so I decided to tackle the problem full force by spamming logging camps. As I built them, I noticed the price wasn't going down, and the balance for wood remained constant at about -6k. The number of buy orders was increasing just as fast as sell orders. This persisted despite deforesting most of China; we're talking hundreds of logging camps built. Looking further into it it seems like the pop demand from laborers was the main source of this increase. Am I missing something here? What am I doing wrong?

Anyone know what's happening on 225 South?

Police are diverting everyone off the highway on to 6th Street and have the on-ramp blocked off. Didn't appear to be any wrecks visible
