Can't declare diplomatic plays
I got cut down to size due to my stupidity by a global coalition spearheaded by the Netherlands. After that war, I played a little and decided to get my revenge on the Netherlands, but when I tried to declare war, I found out that I couldn't declare war on them or on anyone else, despite having the interest tier and no truce in place. Looking at the diplomatic demand panel showed me this “Disallow aggressive diplomatic plays” flag, but it doesn't say where it comes from or how to get rid of it. Unless I'm blind, neither Wikipedia nor the game mentions that cutting someone down to size will stop them from declaring diplomatic plays, which makes me wonder how I got this flag and how to get rid of it. I should also mention that the save is from before the latest hotfix. Thanks in advance for the help.
