Charged without giving card info?

On the 15th of August, I went to purchase a digital steam card on GameStop’s website. When I went to log into my account to make the purchase my order just disappeared, I went to check my bank to see if I was charged and I was charged $20 for the purchase. I gave it 48 hours and never received the code in any of my 3 emails, so I called support and now have processed a refund. My problem is, I don’t have any of my cards saved on my account and again, I never put my card information when I was in my cart. So how would they know to even charge my card in the first place?? Granted, I did make a purchase almost a year ago for another $20 steam card but even then, there’s no way it’s even legal for them to charge my card without authorizing the purchase and the card I wanted to charge. Does anyone know the legalities behind this and has this happened to anyone before? Even if I get my refund back, I feel that it is legally wrong for them to be able to do that and I am unsure if it would even be worth it to pursue legal action.
