Is there a preferred convention regarding naming articles about cabinets. Like is it for example:

«[No.] Cabinet of [first name of PM] [last name of PM]»

«[No.] Cabinet of [last name of PM]»

«[No.] last name of PM] cabinet»

I have seen articles using all of these formats.

Also which of the terms (cabinet, government, ministry) is preferred? On the official website of the Prime Minister of my country, «ministry» is used until the 2000s, and then «government» is used. There is no clear reason why the change happened. In this case, is it preferred to have the same name for all the cabinets, or follow the official naming?
