I'm looking for a game where I can build a base, then build up said base into a vast empire.

I've played Kenshi recently and I enjoy the world, general story, and the gameplay but I'm looking for something where I can create a large empire but still build bases.

If anyone has any suggestions I would greatly appreciate it! Thanks
