Hypothetically, if expat 2 flipped off expat 1 in a heated exchange, and expat 1 has submitted an official criminal complaint against expat 2. There is irrefutable video evidence and an independent witness.
What happens next with expat 2 (the party with a loose finger and morals), and how much of a hassle is it for expat 1 (the complainant), i.e. requirement to attend court or otherwise.

Story time
A cat that frequently goes by my friends building showed up last week with an injury to his ear and broken teeth.
After thousands in vet bills (already covered) he is all healed up and is just chilling at the vet's for the time being.
As much as I am sure he appreciates being out of the heat and constant hunger and noise, he deserves a loving and caring environment than that of the vet.
I have been trying to rehome him, but with everyone dumping their pets lately it has been really difficult. To be clear, I am not a regular rescuer, just someone who couldn't stand by and watch his suffering, which would've certainly led to infections if left untreated.
Thankfully the little boy is doing super well, has healed incredibly, and is neutered and vaccinated.
I would cover all transportation costs to anywhere to the UAEand first 2 weeks' food supply. I've given up on other avenues and I'm turning to reddit out of desperation for the little guy's well-being.
