The Real Changes

1. All 8 Existing Streams Are Now Officially Removed

As of June 26, 2026, Ontario has shut down the following streams:

• Foreign Worker
• International Student
• In‑Demand Skills
• Master’s Graduate
• PhD Graduate
• Human Capital Priorities
• French‑Speaking Skilled Worker
• Skilled Trades

No more invitations will ever be issued under these.

2. New Single Stream Introduced: Ontario Workforce Priority Stream

This is the new core program replacing everything else.

It has three pathways:

A. TEER 0–3 Pathway

For skilled workers with a permanent, full‑time job offer.

Minimum requirements:

• Work experience (choose one):
  • 6 months consecutive with the same employer in the job‑offer role (12‑month window) (Median Wage)
  • 3 months consecutive for recent Ontario graduates (Low Wage)
  • 2 years cumulative in the last 5 years in the NOC (Median Wage)
  • Licensed occupations are exempt (From work experience requirements)
• Language: CLB 6 (CLB 5 for some occupations)
• Education: Post‑secondary diploma/degree

B. Self‑Employed Physicians Pathway

No job offer required.

Must:

• Be in good standing with CPSO
• Hold independent/academic/provisional registration
• Be eligible to bill OHIP

C. TEER 4–5 Pathway

For intermediate‑skilled workers with a permanent, full‑time job offer.

Minimum requirements:

• 9 months cumulative experience with the same employer (last 2 years)
• Language: CLB 4
• Education: High school diploma
• Wage: Must meet median wage

3. Rural Employers Get Easier Requirements

Employers in census divisions under 150,000 population get lower revenue thresholds, making it easier to support job offers.

4. EOI System Closed & All Old EOIs Withdrawn

• The old EOI system is now shut down.
• All EOIs and job offers under old streams will be automatically withdrawn.
• No more invitations under old streams.
• When the new EOI system opens later this summer, candidates must register a new EOI under the new stream.

Employers:

• Do not need to re‑register their employer account
• But must submit a new job offer once the portal reopens

5. Applications Already Submitted Are Safe

If you already submitted an application under an old stream, it will be assessed under the old rules.

6. Program Integrity Tightened

• Response time for AMPs/Ban Orders reduced from 60 → 30 days
• Notices can now be delivered by email/mail/in‑person and are considered delivered without proof
• Faster compliance actions against bad actors

7. This Is Only Phase 1

Phase 2 of the redesign is still coming later.
