What is AUM needed to get a dedicated service rep with etrade I think they refer to it as platinum?

Almost a week ago my push notifications from Proton Mail and Signal randomly stopped working. I've reinstalled Google play services made sure notifications in both the apps and play services allowed notifications and I turned off battery optimization in play services and the affected apps.

Is this a known GOS issue? I have a Pixel 10 and everything worked fine up until about a week ago. I checked my old Pixel 6 which still has everything on it and it still receives push notifications.
