New salaried manager enforcing changes

UPDATE: Had an open door with my club manager today, he was unaware she was even acting like that; he said he'll have a conversation with her in a couple days. Apparently at one of her previous clubs they abused their PPTO (his words not mine), but that's obviously not a reason to crack down on a clubs PPTO usage that you've only been at a couple months🤨

Anyway.....if she doesnt change up after their conversation I will full send ethics. Appreciate all the input👍🏾

Who knows the policy well enough to tell me whether or not corporate/ethics will actually do something about it if I report this?

I work in front end and early(?) last month we got a new front end salary manager. Unfortunately she gets on every depts nerves but we're not gonna get into that. What's been happening lately is that she straight up doesn't like people leaving early and using their PPTO. Like one of my COSs flat out told me "ppto is her pet peeve." It's been sounding like a hostage situation the more it comes up.

If you come in for your shift and let her know you need to leave early that day, she doesn't "allow" it; she doesn't want same day notice, she wants us to let them know the day before. Even worse, if what I've been hearing is true, she wants us to explain why we need to leave early that day. Our personal lives aren't their business so why is she trying have us justify needing to leave?

So my question is, if I report her to ethics and say she's policing how and when we use our hard earned PPTO are they actually gonna get onto her for it or is it one of things where they shrug and be like "each club is run differently" type thing?

Side note just in case: our scheduling has been so awful that they keep having to call people in and ask them if they wanna extend their shifts. I've never been in any management position but I feel like there's no good reason for us to be understaffed and/or underscheduled. Budget my foot, Sams and Walmart are too big for these stores to say "oh we dont have the hours."
