Upload Speeds Under 1 Mbps Intermittently The Past Two Months

I've been having ongoing issues with my upload speed since March. It drops below 1 Mbps at random times and stays that way sometimes for hours. Download speeds are fine (other than some outages recently that have already been addressed with Xfinity).

When it started happening more frequently, I called Xfinity and they sent a tech out on May 7th. The guy changed something in the box attached to my home and replaced a splitter in the house. At the time of his visit everything looked good on his end and the upload speed was fine. This was around 4:30 pm.

I called back the following week when the upload speed was terrible once again, and scheduled a tech call for the following morning since that's typically when the issue happens. Unfortunately it wasn't happening when the guy came out around 10:30 am. He removed the splitter the other guy installed, though, claiming I didn't need it since I only have internet.

I'm still having issues with my upload speed, and to add insult to injury, I've been charged $100 for the second tech call.

How do I get a maintenance ticket opened to look into this further?

Things to note:

  • The upload speeds are horrible at random times between 8am-3pm based on my speed test results.
  • Modem logs show repeated T3 and T4 timeouts.
  • I spoke to my next door neighbor and he's having issues too, but he didn't call since he's moving out soon.
  • AT&T has been in the area installing fiber since late March so maybe they inadvertently damaged something?

I hope someone can help before I'm forced to cancel service and find internet service elsewhere.
