Are expensive hair products a scam?

I have very very dry hair. I've tried a bunch of stuff from the local beauty shop and some work better than others. Last week, I thought I'd splurge and went to a specialist hair products shop. It's a small shop and has only like 10 brands and they specialize in giving personalized advice. I've never been there before.

So I walk in, take out my hair tie and the girl analyzes my hair. She offers me a shampoo, conditioner and leave in conditioner (which doubles as a heat protector), all from Orro. She instructs me: double shampoo but only use a pea amount of the shampoo, it won't foam, foam is just something cheap brands add but you don't need. And only use 2 sprits of the leave in conditioner (1 sprits on each side). She also warns me: it will probably take 2 or 3 weeks till you see effects.

So today I try it for the first time. The shampoo not foaming is really throwing me off. Because I'm supposed to get all of my scalp, right? But the pea amount not foaming doesn't allow that. So I take more shampoo. I do that twice. I let the conditioner set in for a few minutes.

After the shower, I sprits the leave in conditioner once, but as it's also a heat protector, I sprits it a few more times because I don't want my hair to damage from the blow dryer. Also, nowhere on the bottle does it say that it's a heat protector.

When my hair is fully dried, I have very frizzy hair. And I know she told me that it would take a few weeks.

But now I'm wondering, are expensive products actually better than the regular ones? Or is it a scam?
