I just saw a guy lying on the street get kicked and slapped in the face by two guys. Probably drunk(at 5pm), and the guy on the ground was screaming in pain

Nobody cared. I told them to stop and called the police with the help of a korean pedestrian, since I was very nervous and my korean is not that perfect.

Is it normal that people don't care about stuff like that? Was I overreacting?

When the police came, I told them I called the police, but they just told me to go.😑
