Cash limits?

I am a teller at a credit union, and we have become pretty strict about cash withdrawals that are $5k-$10k (before CTR). The managers and higher ups have us push cashier’s check instead, which is fine, but insist that we ask what the cash is for. Obviously it is to protect people from being scammed, and we do inform the member about fraud and the risks of carrying that much cash, but they usually get upset and don’t understand why they have to provide a reason. I am still new so it’s quite awkward to have these discussions with members. I also work in a very wealthy city where $5k is basically nothing compared to the hundreds of thousands of dollars that are just in their checking account alone. Just wanted to know anyone else’s experiences!
