Highly disappointing flight upgrade

I had a long haul flight from Medina to Dakar. I decided to upgrade to business for the second leg of my flight, Istanbul to Dakar. Flight time was about 7h 30mins. I arrived to the airport and went to the ticketing office. Prior to purchasing the upgrade I asked ticketing agent if the seats were lie flat because that was the only reason for my upgrade. I have trouble sleeping on flights and wanted a lie flat seat so I can get some real rest. He confirmed they were lie flat. I paid $800 for the upgrade.

I board the plane get to my seat and after take off I start getting ready to lie flat and sleep. My seat wasn’t lying flat so I called the flight attendant and she proceeds to assist me with recline the seat. At this moment she also wasn’t aware the seats don’t lie flat. She checks a different seat and then comes back to me and say sorry these seats dont lie flat. I was livid because the seats were giving domestic business seat for a long haul flight that I was told lie flat. And then the flight attendant not initially knowing they didn’t lie flat goes to show these seats should’ve been lie flat because it was a long haul flight for crying out loud.

I reached out to Turkish Airlines requesting a refund because I was misinformed by their ticketing agent and did not receive the service I was told I would get. They didn’t acknowledge my request for the refund and apologized for the inconvenience and instead offered me a 15% discount on any flight purchase from now to December. Absolutely ridiculous.

I called my bank and tried to dispute the charge. Representative said she’ll be honest I cannot dispute the full amount because it would be denied but I can try to dispute 50% of the cost. So i went and put in a dispute for 50%. We will see what happens.

Who is at fault here? Am I wrong for requesting a refund?
