This lady at ShopRite was blocking an aisle mindlessly looking at the shelves and when I tried to get by her she looked up as if I should be the one to move over. When she passed me she mumbled “do you even speak English?”

Hi, I have items to bring for the VAT tax refund at the FCO airport. I plan to keep them in my carry-on luggage - does this mean I still need to do all of the steps BEFORE security? Or can I go through security first?
