Why I shouldn't spend medals for better ranks of my generals first?

Hello, I need help, because I want to save up medals to upgrade Roko to marshal rank and it will cost 2,250 and then also the 6th star on tank which costs 800, so 3,050 in total and then I would focus in skills, because it won't be that big cost (armored assault lvl. 5 costs 400 medals), so first I need to do major upgrades first and then the skills from my POV
