They may have returned but the minimum character shards has dropped from 6 to just 2. So its going to cost you more cores to get the character than it did before, even when it was 100 shard unlock.
They don't give us enough terror credits to complete any of them. Not 20k and certainly not 40k. These are supposed to be daily. How the hell do they manage so many mistakes.
The daily milestone for collecting terror credits doesn't progress. The free ones from the command centre and ones from the command centre milestone rewards both caused zero progression
