How exactly is it calculated?

Let's say I have aristocrats with 20% contribution and +15% efficiency, and capitalists with 30% contribution and no bonus.

That means for 1£ the aristo would invest 0.23 (while keeping 0.8 to spend on art and wine), and the cap would invest 0.3 (while keeping 0.7 to spend)?

Or are there more complications to the calculation, or other important factors to account for?

I've seen it a lot since the update that ships just don't any people. They are stationed in a populated state, I also tried to move them elsewhere.

Even after a couple of years, they have zero employees.

What do I do?
