Yes, an arrest warrant in Korea does not mean someone is guilty. That part is true.
But it’s misleading to suggest it’s issued casually or without strong evidence. In Korea, a judge must review evidence from prosecutors and find probable cause that a crime was committed before approving an arrest warrant under the Criminal Procedure Act.
The reasons mentioned (flight risk, destruction of evidence, no fixed address) are not the only requirement — there must already be evidence supporting the charges first.
Also, just because searches and seizures were done doesn’t mean there’s no risk left. Courts can still approve detention if they believe evidence can be tampered with or investigations affected.
Bottom line: an arrest is not a conviction, but it also means a judge saw enough evidence to justify detention — it’s not random or automatic.
