please help

Now heres the problem, the key ignition that im using, is when you turn the key(to on state)
the 2 wires connect

and on the vesc side there is a swich port that if you connect to gnd it turns the vesc off if you disconect it from ground, it turns the vesc on.

now if i connect the key ignition, when i turn the key the vesc turns off(

i want a speed limit switch/police switch (not my phone)

I have theese questions:

Is what im trying to do possible? (speed limit switch for 250w, 25 km/h pedal assist and 6km/h throttle)

Can i use Pedal sensor with vesc?

Can i make so pedal assist and throttle have different max speed?

Im currently in netherlands and Ebike ruels are very harsh here, max speed must be less then 25kmph and the motor has to be 250w. I was wondering if i can program a vesc, so if i hit a hidden switch the maximum speed is set to 25 and max power is set to 250w?
