Center is using utility drivers instead of hiring full time drivers.

I’ve been with the company for 6 years working preload and in those years they’ve only hired 1 FT driver. Our center has been sending everyone to intergrad in the warehouse and using about 5+ utility drivers everyday as well as calling other drivers from different centers to drive routes. Literally half of preload is listed as utility. It’s annoying because UPS is taking advantage of the utility driving jobs and not hiring anyone for FT when there is clearly work that can be FT. Anyone else having this issue and how can it be solved, I’m local 665 Northern Cali and looking for help in what can be done to do what’s right and get more FT jobs to ones in need including myself.
