Is this a true sidewall bulge? Safe to drive 4 miles to a tire shop? (Pirelli Cinturato P7 Run Flat)

I noticed what seems like a slight raised spot on the sidewall of my front tire. It’s not a large bubble, but it’s enough that it caught my attention.
The tire:
Holds 35 PSI overnight (other three are around 41 PSI).
Isn’t losing air.
Hasn’t had a blowout or puncture.
