Structural instability of a swimming pool

Hello, I have a quick technical question. The ground-floor neighbour has just installed a 4 x 2 x 1.1 m swimming pool on their terrace. The issue is that this terrace, and therefore the pool, is located directly above the collective underground parking lot and a bicycle storage room. Another problem is that since the pool was installed, a large puddle of water (approximately 10 liters) appeared right where my car is parked during a heavy downpour. I only noticed it two days later, but this has never happened before in 10 years, even when it rained continuously for several days. So, I am wondering if this minor flooding could be linked to the installation of the pool.

Furthermore, looking at where and how this pool was set up, I have some doubts regarding the structural stability of the whole setup, so I took a few precise measurements to get your opinion.

As you can see on the attached diagram, the pool rests on a certain depth of soil (approx. 30 -40 cm) and on prefabricated concrete beams measuring 500 x 25 x ? cm. Along their length, these beams rest from end to end on a reinforced concrete retaining wall. The pool is positioned about 10 cm away from the right retaining wall, and part of the beams are somewhat supported by a small 10 cm thick cinder block partition wall. Therefore, my question is: Is there a risk of structural instability in this configuration?

Tiny and Me - 1976
