Does anyone have tips to deal with a Neighbor who wont stop

I need help dealing with a neighbor's kid who is harassing me and the property manager won't do anything about it. I was recommended by a couple of people to get a subwoofer on reddit and in person so I did but it turns out the neighbor also has one too. I eventually just left and came back maybe an hour later to turn it off when theirs was still on. Does anyone have any tips to deal with a neighbor like this?

Background: For literal months the kid was hitting my floor their ceiling any time I made any noise but largely when I was cooking or in the bathroom. Then eventually moved to use a loud alarm to wake me up in the middle of the night and it didn't matter if I was in my room or the living room or switched back they could hear me and would go to either room below me and set the alarm off or some other large noise. (I think they stopped doing that when their downstairs neighbor threatened their mother.) Now they use their ceiling fans to bother me which I thought were ceiling vibrators because they vibrated my room so much when I was just lying on the couch and would wake me up when I was sleeping. And he hasn't taken one night to stop waking me up in the middle of the night basically since I've moved in.

Thin Walls, Does anyone have tips to prevent the neighbors from hearing you?

I've lived in multiple apartments before with thin walls but my current situation is that the neighbors can literally hear everything that it almost seems like super hearing. The neighbor can hear things that I never expected a normal person to hear, like the video on lowest volume on my phone, me brushing my teeth, or when I try to walk extremely softly to avoid being heard. And I would at the very least like to have a conversation on the phone in the apartment or have privacy in the bathroom.

I already have a few white noise machines and carpets in my apartment but unfortunately that's not enough, the child can still hear me. Does anyone have any tips that prevents or reduces what this neighbor can hear?

Downstairs Neighbor has a kid that has to have a behavior disorder

The neighbor below me has been harassing me for a while. When I moved in, I think the unit had been empty for a long time. I admit I wasn't the best neighbor in the when I first moved in. I used to cook every day, snore, apparently my computer mouse was to loud, and I did have sex in the apartment to since its mine. I tried to be a better neighbor, and I stopped using my mouse, and started using mouth tape, and I stopped having sex at the apartment.

The kid below me started off by hitting the ceiling constantly literally on the first day when I moved in just when I was using my computer mouse. Then they then progressed to using an extremely loud alarm in the middle of the night, then switched to other loud noises like blasting the tv for a minute, and I originally thought it was a ceiling vibrator but they just use an extremely strong ceiling fan that is strong enough to shake furniture and wake me up in the middle of the night. And the thing is that they only blasted the noise for at most 30 seconds so I would only be woken up and not have enough time to record them.

I tried sleeping in the living room and different parts of my bedroom, but the kid doesn't give a shit. On more than one night, I moved back and forth between the living room and the bedroom and they would turn on the ceiling fan after I got to the other room. I dont understand how they can hear where I am in my own apartment when the floors dont squeak.

Now the neighbor's kid has literally not taken one night off from trying to ruin my sleep, and I've put in multiple complaints to the property manager who at this point told me to call the cops which I eventually did. And the neighbor lied and said they havent been doing anything.

Does anyone have any tips on block vibrations from ceiling fans?

Does anyone have any advice for how to block or absorb vibrations from the ceiling fans of downstairs neighbors? I tried talking to them, but they ignored me every time I knocked on their door and I left them notes with my number on it that they ignored too. I know it is a fan because after several talks with the property manager she confirmed it is the fan and not an HVAC. I need some help because this feeling is messing with my sleep. I have tried sleeping in the living room but they leave another fan on in the living room at night which is even stronger than the one in the bedroom. It doesn't only vibrate but also makes a low hum. I already have a rug on the floor but it definitely is not enough. I saw someone respond to another similar post to this about rubber isolation pads, do those actually work? before I spend a hundred dollars on them.

The units are technically condos but I'm renting out a room within one. I dont know if there is a dedicated maintenance team except to fix emergencies and to work on the yard.
