Organizational Broker license

Finding the application process a bit confusing. I am a licensed broker and will act as qualifying broker for an existing LLC.

1-I need to fill out a 3124 with supporting documents on the LLC and mail it to our port, there is no option to file and pay on eCBP as far as I am aware correct?

2-Can I submit a letter of intent for filer code at the same time?

3-Can I submit a national permit request on top of all of this? Or does the National permit I request cover my organization and I don’t need to do #1?

CBP Bills Drawing Back Drawback?

We have received many 122 and 232 bills after the fact without any CF 28/29 prior to, but a new one is that we received bills for previous duty drawback claims. Has anyone else? We are trying to figure out what they are claiming we owe them back for ?

Expected Refund - Actual IEEPA

Anyone figure out how they are determining how much IEEPA we receive back? Obviously we all would like 100% but I am finding shipments with unexplainable deltas in expected-received.

ACE Reporting

Has anyone determined the easiest way to segregate IEEPA only refund from REV 603, ES022, ES003 Reports? The Rev reports combine all refunds into one line so if for example you got IEEPA and USMCA back they are combined into one amount. the ES022 is CAPE only refunds paid out of your CAPE submissions not necessarily anything protested or those that CBP refunded prior to CAPE go live. ES003 has removed the paid IEEPA duty amounts from the report - you will see the values at $0 now on many entries despite not having the refund paid back yet
