Synastry between ascendant and moon

How is synastry taken into consideration if we are judging on the basis of moon and rising sign between a couple? For eg. Guy with pisces rising and capricorn moon and girl with pisces moon and cap rising?

Can anything be done for my neck, it really looks weird. (pls let me know if it is some kind of serious condition)

So I have this kinda neck since my childhood and it really bothers me. Is it some kinda condition? Is it treatable? Please help. It is textured (like chicken skin) but also has many lines. (can't afford to go to derm)
