Hey everyone
I live in a building with 5 flats. We share a common electricity meter for the water pump and the elevator, and my dad manages all the payments and services for the society.
There is one flat owner who hasn't paid his share of the common expenditures for a long time. Every time we ask, he brings up absolute bullshit excuses to avoid paying and derails any attempt at a resolution. For example:
Once, he claimed the kids living above him made too much noise at night (they are under 10 years old and sleep before 10 PM).
Now, he is demanding a reserved parking spot for a two-wheeler, even though he doesn’t even own one (and no one has ever told him he couldn't park one there if he got it).
There is always a new excuse to avoid paying. Since we do not have a registered housing society yet, we are a bit stuck.
What actions can we take against someone like this? We can't turn off his water as the pipeline is common for all the flats
Edit 1: he has not been paying since the last one-year, and owes approximately 15-20k afaik, and my dad puts a balance every month in the society's WhatsApp group (where he has been added multiple times but he leaves every time) so yeah we have a record if whatsapp history can be used
