My SIL underpays rent to my FIL with dementia and no one else in the family knows. What do I do?

When my mother-in-law died, my wife and one of my sisters-in-law (SIL) took over managing my father-in-law's bank accounts. He owns a few properties, and he'd been letting my SIL live in one of them for $3,000 a month for the past five years. He's 85 and has dementia, so he doesn't really keep track of his accounts anymore.

The thing is, for those five years, my SIL has only been paying $500 or $800 a month here and there — never the full rent. At first I figured she and her husband were just doing this temporarily, since they've been struggling financially with five kids. But now it's been five years, and I feel like I should let my wife's other 2 sisters know what's going on and see how everyone wants to handle it. My wife does not want to do anything because she's really close to this sister.

At the same time, I don't want my SIL and her family to end up kicked out or homeless. What should I do?
