Before anyone asks about the PhD: UGC ti**ghtened PhD enforcement for teaching positions recently, but colleges with existing faculty were given transition time to comply. His college has given him time to complete it. This is standard across hundreds of private colleges in India right now, not unusual.

UPPSC / government colleges — requires NET or PhD, he has neither yet
Better private colleges — same, AICTE norms require NET/PhD
Noida/NCR industry jobs — rent + expenses eat the entire salary difference, net worse than staying home
