For reference, this is in multiplayer, where a human being built up his country so it is competent. Scenario: I destroyed the navy of my enemy, then put all my ships on convoy raiding. His overseas supply stays the same. I try blockading his ports, still full supply.

Question: is it possible to actually cut off supply, if he can outbuild supply ships faster than I can sink them? Blockade seems to do nothing at all.
