Is there a logical reason why Wajima didnt just shoot Ryumon at the bridge?

Its a great scene but its so baffling to me. I feel like I can justify every action of the characters well, except for this because its so absurd. Even if there is an ambush, just shooting him before leaving would lose her nothing. I get his death might be a signal, but that dosent make sense either because

a.) why? If they're close enough to see him get clipped, just attack when she gets close enough. What changes?

b.)hes on fucking fire, youd think theyd assume the guy is dead or that the tea ceremony is over. If that dosent end it what the hell will? So if that truly is the signal, its already happened, just shoot him and retreat?

I get she is panicked and intimidated and not thinking completely logically, but like come on. She is cool enough under pressure to just kill the guy
