Can this be business casual?

Can this be business casual?

My sister says this top absolutely can not be styled as business casual. I don't get it. I am currently working toward medical school which requires business casual attire and I am currently trying to slowly build my business casual wardrobe hence the discussion. I look forward to hopefully proving her wrong as I have already bought the top. (My personal style is a combo of athletic, causal, goth so I'm trying to make my business casual style corporate goth esque)

Update. Okay. I get it lol. I have no clue about business wear. My sister is pleased as a peach to hear you tell her she's right (I will never live this down but thats okay I love her and she deserves a win). I (26f) am a paramedic right now which means my work attire is tactical pants and boots. I have never needed more than a nice dress for special occasions. Thank you for those who gave guidance. I'm planning my wardrobe a year and a half ahead of schedule because I knew I needed time to learn what's business appropriate (I'm still completing my bachelor's to go to medical school). If anyone has any suggestions to choose better with the aesthetic I mentioned I'd love some suggestions please.
