This CT is useless by itself and only works through binding vows. When the user enters into a binding vow he can "move the goalpost" of the vow and tweak its conditions and rewards. This works on both self imposed vows and those entered with others, even ones the user is not a part of, making it quiet versatile in its limitedness(?). However if the user moves the goalpost- changes the conditions too much- the referee will come for his ass thus resulting in the vow breaking. The degree to which the conditions can be altered by the user depends on his output and mastery over cursed energy.
