It looks like they literally walked into construction junction and bought the first rickety rack they saw

Well the rumors are sadly true, here it is in the scrap lot at east liberty garage today

This scooter has been sitting on the side of the nine mile run trail for a few days. Looks like somebody beat the crap out of it, all the lights are broken and the fuel line is cut
