It was needing to sell 50 ice creams in a row!!! I had sold 56 prior to that but not consecutively. And you need to exit the Mr Whoopee van after selling 50 to complete it. You then get a cutscene telling you that the ice cream factory is now generating $3000 daily.

-I’ve done the Shooting Range AFTER completing the Shootist mission. I scored 47 points after 5 attempts. This is where I went from 98% to 99%.
-Completed story mode and all phone contact missions.
-Completed brown thunder, paramedic, pizza delivery, fire truck, and 100 taxi fares. Got all their upgrades to confirm.
-Collected all hidden packages.
-All 4 vehicles missions done: PCJ motorcycle, Cone Crazy, and the Dirt Track (Sanchez + 4x4).
-Did the 4 Sparrow helicopter missions.
-Complete the boat dock mission. Did it with both boats. Can collect money asset.
-Did all 3 RC TopFun missions. Got first in the car and plane. Got all checkpoints with the RC helicopter.
-I completed all 3 Stadium courses and got 1st place on the race.
-Did the $300 lap dance at the Pole Position. Can collect money asset outside.
-Did all sets of Auto Sunshine collections. I have 4 cars displayed in the building. Did all 6 races at 1st place each.
