I’ve been looking at these two figures and I’m wondering whether to get the deluxe or collectors. I do like the arc reactor display, but the deluxe might be more worth, but diorama doesn’t look too great

I’ve been wanting to reholder my Lugia because of a scratch on the outer casing. Will PSA reholder this?

My Lugia V has an exterior scratch, will PSA reholder it or downgrade it to an 9?? Anyone let me know
