McDonalds charging extra to include a Happy Meal toy right now

EDIT -- It's been determined that the company itself is not charging for happy meal toys right now.. only 1 restaurant is, but McDonalds customer support is standing by the extra charge saying it was appropriate. I'm still trying to clear things up with them, saying it was not a valid charge.

Last week, I was charged 1.79$ on top of my child's happy meal in order for it to include a toy. I thought this was the drive-thru's mishap, however McDonalds has confirmed that we should be paying extra:

"Please note that while a standard Happy Meal toy is included in the meal price, the additional charge you encountered was for the limited‑time FIFA promotional toy. These collectible toys are part of a special campaign and carry an added cost compared to the regular Happy Meal toy. We regret that this was not made clearer at the time of your purchase."

...however, they are not offering any other toy for their happy meal at the time. So basically our children either don't get a toy, or the parents have to fork out extra money to buy a COMPLETE happy meal for their child.

Never in my life have I ever had to pay extra for a happy meal toy to be included. Is this "shrinkflation"?

1983 Honda Odyssey FL250

Looking to find out more information on 1983 Odyssey's, as we just acquired one that had been sitting in a sea-can for 25 years.

I understand this bumper and plastic windshield are aftermarket... but the front bumper is so specific and similar to the original bumpers (except it's more heavy-duty to protect the mud guards and front end) that we're wondering if it was an aftermarket part possibly sold by Honda?
