Can someone please explain to me how/why Slowkings "Seek Inspiration" can choose attacks that require discarding energy, without actually discarding energy?!?!

Like Metagross "Metallic Hammer". Allowing that to do 150 more dmg without paying the cost is just bloody stupid. 300 dmg for 2 energy without discard cost on a stage 1 non EX?!?!?!
