With the state of emergency now in place is it safe to travel to La Paz ???

Hello, now that Bolivia has enforced a state of exception I am planning on going to La Paz in a couple weeks. Please give me recommendations for affordable hotels I am planning staying 3 full days NOT including day of arrival and departure. I want to go to Copacabana and I think it would be best to stay one night and then head back to La Paz . I would prefer to have a personal driver take us to Copacabana and within La Paz how can I find a personal driver???

Does anyone know and taxi companies in La Paz ?? And private drivers that could take you around the city. Also a driver that could take you from La Paz to Copacabana ???? Please leave the taxi company numbers for WhatsApp
